In a speech in Washington, Clinton will show how the world will be safer through a new US-Russia nuclear arms reduction treaty as well as broader ratification of a treaty banning nuclear weapons tests, officials said.

“It’s going to be an important opportunity for the secretary to lay out our priorities to implement the president’s vision at Prague,” Clinton’s spokesman Ian Kelly said Tuesday.

In a speech in the Czech capital on April 5, Obama pledged to lead a quest for a world purged of atomic weapons when he unveiled a plan to cut stockpiles, curtail testing, choke fissile production and secure loose nuclear material.

“I think she’ll touch on some of the steps that we’re working hard on to get to that point, including a successor regime to the START treaty and also the NPT (Non-Proliferation Treaty), which is coming up,” he said.

A new review conference for the NPT is scheduled for next year.

Washington and Moscow are pursuing negotiations for a successor to the 1991 Strategic Arms Reduction Treaty (START), which strictly limits US and Russian arsenals and is seen as a cornerstone of Cold War-era strategic arms control.

The talks made little progress under former US president George W. Bush.

But Clinton said during talks in Moscow last week that US and Russian negotiators were on schedule to complete an agreement by the time the treaty expires on December 5.

A new negotiating session, set to last two weeks, opened Monday in Geneva, with the US side headed by Assistant Secretary of State Rose Gottemoeller, Kelly said.

With the deadline drawing closer, “both sides are negotiating intensively and seriously,” Kelly said Monday.

“The trial will be held at the courts under BDR Act. Director General (DG) of

BDR will supervise the whole process of trial. BDR persons who allegedly took part in the rebellion on February 25 and 26 at Peelkhana Headquarters and other places would be tried at the courts,” he told journalists at his Secretariat office yesterday.

The Law Minister, who is also in charge of the Ministry of Justice and Parliamentary Affairs, said the BDR personnel who were allegedly involved in the killings, arson and other heinous crimes during the mutiny would be tried under the Penal Code. Their trial would be held at Speedy Trial Courts.

The courts would finish the trial process within 135 days, he said.

Replying to a query when the Speedy Trial Court would be able to start its functions, the Law Minister said, “The courts could start their functions after the submission of charge sheets by the Criminal Investigation Department (CID).

Under the BDR Act the highest punishment is up to seven years, he said.

Asked how far the trial could be ‘fair and transparent’ since the DG of BDR is to supervise the trial process, he said, the alleged BDR mutineers would be able to defend themselves by appointing their own lawyers. Besides, ten lawyers would assist the courts.

“We are putting stress on the neutral and transparent trial so that innocent BDR would not fall victims,” he mentioned.

Responding to another query on the death of BDR personnel after the mutiny he said, “It is beyond my knowledge”.

Bashundhara Group and Emory University yesterday signed an agreement in this regard at a ceremony at Baridhara residence of Bashundhara Group Chairman Ahmed Akbar Sobhan.

Sobhan and Dr Gray S Hawk, Vice President of Emory University signed the agreement on behalf of their respective institutions.

Members of the visiting 9-member delegation of Emory University, Adviser of Bashundhara Group AR Rashidi, Kaler Kantha Editor Abed Khan, industrialist Din Mohammad and senior officials of Bashundhara Group, were present during the signing ceremony.

There will be educational facilities from play group to the highest level of education.

According to the agreement, students will directly get employment opportunity abroad at lucrative salaries.

Addressing the signing ceremony, Sobhan said with the establishment of the Education Zone, local students would get an international standard education and the government would get foreign currency from foreign students.

The Vice President of Emory University said under the agreement they would extend all technical support while the Bangladesh part would finance in the project.

Sources at the Radio Control of Chittagong Port Authority (CPA) said that the accident took place at about 2:00 PM when a wheat-laden bulk vessel hit the dredging barge Khanak hard reportedly upon an aborted anchorage bid. The barge developed crack following the collision.

The crew members of the barge are safe. Official statement on the damage caused to the wheat-laden vessel was not received till the time of dispatching this report.

The Panama flag vessel MV Utopia laden with nearly 26 thousand metric tons of wheat arrived the outer anchorage of Chittagong maritime port from Singapore yesterday.

The dredging barge Khanak was engaged in the estuary of the river Karnaphuli for maintaining sufficient navigability there and the port channel aimed at smooth movement of the modern vessels.

Senior officials of the CPA said that rescue team and a tugboat have been sent to the place of occurrence.

Captain of the MV Utopia has also been asked to explain the incident.

Process has been in progress to form a probe body for detecting the incident and frame up a compensation claim from the principal of the MV Utopia.

“The aim of creating the Organisation of the Islamic Conference is to follow up the Palestinian issue and therefore the OIC has an important responsibility,” Khamenei told Senegal’s Abdoulaye Wade.

“Today Palestine is really oppressed and alone and is in need of a calculated move (of support) by the Islamic world,” Khamenei said without elaborating.

“The demand of Muslim nations is to aid Palestine and it is up to the OIC to bring hope to the hearts of the Palestinian people by supporting them,” he added.

Senegal has held the presidency of the the 57-member OIC since March 2008.

Khamenei’s comments come nearly a month after he denied that Iran-a staunch supporter of the Palestinians-was seeking a military solution to the Middle East conflict.

Khamenei then stressed it was a “liet claimed by Western media that Iran is attempting to destroy the Zionist regime (Israel) by military equipment.”

“The Islamic republic has proposed a reasonable, logical and humane plan,” the leader said, referring to a proposed referendum to decide on the future of Israel, the Gaza Strip and West Bank.

However, after the 1979 Islamic revolution, Tehran withdrew its recognition of Israel.

The Jewish state considers the Islamic republic to be its arch-enemy after repeated statements by President Mahmoud Ahmadinejad that the Holocaust was a “myth” and Israel is doomed to be “wiped off the map.”

Fire service and NCTB officials said the fire originated on the ground floor and immediately spread through the three-storey building.

About 15 fire fighters suffered injuries during their efforts to put out the blaze. Fire Service source said their people may have to work through the night to douse the raging inferno if the stacks of books could not be shifted.

The builders, Fire Service source said did not comply with building codes in construction of the warehouse.

They feared huge financial losses as the NCTB stores contained expensive printing paper and printed books.

A team from Bangladesh Red Crescent Society (BRCS) rushed to the spot and provided medical assistance to the victims. At least 150 personnel from the army and 30 others from the navy and air force have taken part in the operation.

A helicopter from the air force hovered over the area since 12:30pm on the day.

The firemen were conducting their operation breaking open the wall at the rear of the building.

Fire Service Director General Abu Naim Md Shaidullah told the newsmen that they dragged out huge reams of paper from the storehouse including a few old textbooks.” He also blamed thick smoke for the lengthy operation in bringing the fire under control.Education minister Nurul Islam Naheed who rushed to the spot said free textbook distribution for the next year would not suffer even though huge losses have been incurred.

Naheed said the government has a plan to print about 19 crore books for the upcoming academic year and it has become a big challenge for the government to accomplish the task following the fire incident.

The NCTB authorities said huge quantity of paper for printing textbooks for madrasa education was stored in the storehouse.

The education minister said that when the fire went beyond the capacity of the fire service, he informed Prime Minister Sheikh Hasina who asked Army, Navy and Air Force personnel to take part in putting out the fire.

Lt Commander Shahidul of Bangladesh Navy, who is leading the navy team, said till 2:00pm they could not reach the spot where from the fire might have originated.

“None of us could step forward due to the dense smoke. Even using oxygen masks our people found that the place inside the store very hot,” the navy commander said.

Fire fighters said the water being hosed to extinguish the fire would destroy books and all kinds of paper materials stored there.

Meanwhile, a seven-member probe committee has been formed to find out the cause behind the fire and also the losses suffered in the devastating fire.
